May 4, 2008. Russian Federation Government Decree ¹ 607-r on the approval of the plan of events for 2008-2010 for the implementation of Federal Law ¹ 250-FZ "On the Introduction of Amendments to Certain Legislative Acts of the Russian Federation in connection to Accomplishment of Measures for the Reforming of the Unified Energy System of Russia" dated November 4, 2007 accepted. The Plan contains a list of events that must be carried out by the Russian Federation Government and federal executive bodies in order to implement the provisions of said law and complete the restructuring of the electric power industry of Russia.
May 1, 2008. Reorganization of ZAO "INTER RAO UES", North-West CHPP and Ivanovskie CCGTs completed by means of a merger into OAO "INTER RAO UES" (the renamed Sochinskaya TPP).As a result of the merger the said companies received the status of OAO "INTER RAO UES" affiliates and ceased to be independent joint-stock companies.
April 24, 2008. Public auctions held for the sale of shares in energy sales companies – Samaraenergo and Ulyanovskenergo, previously owned by RAO "UES of Russia". The winning bidder for the sale of 55.4% shares in Samaraenergo was Financial Broker "Troika Dialog", which offered a price of 2.035 billion rubles. The winning bidder of the sale of 49% shares in Ulyanovskenergo was Investment Company "MSK Securities", which offered 120 mln rubles for said shareholding.
April 24, 2008. The RAO "UES of Russia" Tendering Committee set the price for the sale of TGC-4* shares owned by RAO "UES of Russia" and appertaining to the government stake. The best price offer was determined to be that of ONEKSIM Holdings Limited at 0.0270 rubles per common share. As a result of the sale of the "government stake" RAO "UES of Russia" shall attract around 12 mln rubles.
March 31 – April 1, 2008. Consolidation completed of interregional distribution grid companies – North-West IDGC, Volga IDGC, Siberia IDGC, Southern IDGC and North Caucasia IDGC. Distribution grid companies (DGCs) that are part of their configuration have been merged into them.
March 27, 2008. Public auction held for the sale of a 93.15% shareholding in CCB "Energoremont". The winning bidder of the auction for the sale of the 93.15% shareholding in CCB "Energoremont" was determined to be OOO "Territory", which offered 1.050 bln rubles at the auction.
March 17, 2008. The transaction for the sale of 49% shares in Kolenergosbyt has been completed through the "ISTRA" information and trading system. The value of the transaction equaled 450 mln rubles. The buyer was the company "ElTekh".
March 17, 2008. FGC UES completed the placement of the second additional issue of shares. The issue was registered on August 23, 2007. Effectively, 114 965 254 235 shares par value 50 kopeks were placed which is equal to 95.8% of the total amount of securities that were to be placed. The placing price amounted to 59 kopecks. Shares were placed through private subscription in favour of RAO "UES of Russia" and the Russian Federation.
March 14, 2008. The extraordinary general meeting of shareholders of Kurgan Trunk Grids on the issue of the reorganization by means of a merger into FGC UES approved this course of action, as well as transfer acts and the multilateral agreement on the merger, concluded between FGC UES and merged companies.
March 14, 2008. Yeniseyskaya TGC (TGC-13) announced the price range for the placement of additional common shares. The company shall offer up to 30 204 428 000 additional shares for placement which is up to 18.95% of the authorized capital after placement. The indicative price range was determined to be between 0.19 rubles and 0.23 rubles per share. Based on the indicative price range it is expected that the company's capitalization immediately after the placement shall approximately total from 1278 mln USD to 1544 mln USD.
March 14, 2008. The RAO "UES of Russia" Tendering Committee summed up the results of the call for bids for the acquisition of a 33.47 % shareholding in TGC-2, owned by RAO "UES of Russia" and appertaining to the government stake. The company "Kores Invest" offered 9.3 bln rubles ($392,9 mln) for the 33.47% shareholding up for sale, or 0.025 rubles ($0,001055) per common share.
The RAO "UES of Russia" Tendering Committee determined the buyer of 439 217 262 097 common shares owned by RAO "UES of Russia", amounting to around 34.06% of the authorized capital of TGC-6 before its expected increase and appertaining to the government stake. The largest price bid was contained in the IES Holding offer, which was set forth in collaboration with New Russian Generation as a minority partner. The price offered by the company equaled $0.00106, or 0.025 rubles per share. As a result of the sale of shares from the "government stake" RAO "UES of Russia" shall attract 10.98 bln rubles, or over $463 mln. in addition it is expected that as a result of the placement of additional shares TGC-6 shall also attract around 14.25 bln rubles.
March 5, 2008. Open auctions were held for the sale of shares in Smolenskenergosbyt, Kursk Energy Sales Company, Ryazan Energy Sales Company, Chuvashi Energy Sales Company, Mordovia Sales Company, Chita Energy Sales Company.
The transaction for the sale of a 48.66% shareholding in Astrakhan Energy Sales Company has also been completed through the "ISTRA" information and trading system/ the value of the transaction amounted to 350 mln rubles. The buyer was the company "Khimpromtorg".
March 3, 2008. Formation of the Centre and Privolzhye IDGC as unified operational company completed. All DGCs that are part of its' configuration have been merged into it.
February 29, 2008. The RAO "UES of Russia" Board of Directors approved the project for the restructuring of Yantarenergo.
February 29, 2008. The Board of Directors approved the transaction for the acquisition of 1 629 574 099 own shares by SO UES from RAO "UES of Russia" with the aim of their redemption. The price of the transaction, determined on the basis of the report of an independent appraiser – ZAO "Russkaya Otsenka" and approved by the Appraisal Committee of the RAO "UES of Russia" Board of Directors, has been set at a level of 6 062 015 648.28 rubles for the complete 70% shareholding in SO UES, currently owned by RAO "UES of Russia". The selling price of one share shall equal 3.72 rubles.
February 28, 2008. The procedure of collecting bids for the acquisition of a 55.29% shareholding in TGC-10* owned by RAO "UES of Russia" and appertaining to the government stake has been completed. The best price offer of $4.62, or 111.8 rubles per share came from the energy corporation Fortum. As a result of the sale of shares from the "government stake" RAO "UES of Russia" shall attract 28.6 bln. Rubles, or over $1 180 mln in private investments.
February 28, 2008. The open auction for the sale of a RAO "UES of Russia"-owned 14.17% shareholding in Novosibirskenergo was held. The winner was ZAO "Renaissance Capital", which offered the highest price of 3.4 bln rubles.
February 22, 2008. Russian Federation Government Decree ¹ 215-r on the approval of the General Scheme of Electric Power Industry Objects Placement up to 2020 accepted. The General Scheme represents a plan of placement of power plants and power grid facilities up to 2020, drawn up based on forecasts of electric power consumption in the Russian federation and its' regions.
February 11, 2008. Sale of 49% oà shares in Kostroma Energy Sales Company conducted. The price of the transaction amounted to 150 million rubles. The buyer was the company OOO "TK Altair".

January 18, 2008. An open auction for the sale of 49% of Novgorod Energy Sales Company shares owned by RAO "UES of Russia" was held. The winning bidder was OAO IB "KIT-Finance", who offered the highest price of 124.3 million rubles. The price offering that resulted from the auction exceeded the starting price by 4.3 million rubles.
January 11, 2008. the EGM of Mosenergo Shareholders adopted the decision to merge with the Mosenergo Holding Company that is being spun-off from RAO "UES of Russia" as part of the second final reorganization. Thus, all corporate decisions necessary to complete the process of the second reorganization of RAO "UES of Russia" have been made.
January 9, 2008. the first stage of HydroWGC consolidation was completed with entries having been made to the Uniform State register of Legal Entities on the cessation of activities of 20 entities that were merged into HydroWGC.
January 9, 2008. RAO "UES of Russia" completed the repurchase of shares submitted by shareholders, who voted against the Company's reorganization at the EGM on October 26, 2007 or did not take part in the voting process.
December 29, 2007. RAO "UES of Russia" completed the transaction for the sale of a shareholding of 33,94in TGC-9, owned by the energy Holding Company and appertaining to the government stake. As a result RAO "UES of Russia" participation in the authorized capital of TGC-9 decreased from 50.05% to 16.11%.
December 27, 2007. Formation of three "pilot" Interregional Distribution Grid Companies started. Shareholders if distribution grid companies included in the configuration of Centre and Privolzhye IDGC, North-West IDGC and Siberia IDGC supported the reorganization of the companies by means of their mergers with corresponding IDGCs. The RAO "UES of Russia" Management Board whilst exercising the functions of IDGC shareholders meetings adopted the corresponding decisions on IDGC formation by means of a merger of DGCs into them. The controlling stake in the companies that are being formed shall remain the property of RAO "UES of Russia".
December 20, 2007. TGC-10 target structure formation was completed with Kurgan GC being included in the TGC-10 Holding Company. Thus, target structure formation of all heat generation companies that are part of the RAO "UES of Russia" Holding Company has been completed. May 25, 2007. The RAO "UES of Russia" Board of Directors approved the main characteristics of the separation balance sheet.
As of January 1, 2007. As a result of reorganization of regional AO-Energos in terms of unbundling by activity type 57 energy sales companies (ESCs) have undergone the state registration procedure. All energy sales companies of the Holding (as well as those AO-Energos that haven't yet finished unbundling by activity type) have become suppliers of last resort. They were appointed to this position by regional regulatory bodies located in the corresponding subjects of the Russian Federation. In accordance with the current legislation or voluntary obligations undertaken by the companies, the status of a supplier of last resort obliges the companies to enter into electricity purchase and sale contract with any consumer who applies to them.
As of December 31, 2006. The RAO UESR Board of Directors has approved restructuring projects for 71 out of 72 AO-Energos. 260 new companies have undergone the state registration procedure. 55 out of 56 trunk grid companies have been established on the basis of reorganized AO-Energos. 34 out of 37 management companies have been liquidated. In the process of formation of 4 IDGCs as per their transition models executive powers of 25 distribution grid companies have been transferred to management companies of corresponding interregional distribution grid companies.
As of December 31, 2006. Securities of 91 newly established companies spun off from reorganized AO-Energos have been admitted to trading on the Russian stock exchanges (shares of 88 companies – on RTS Stock Exchange, shares of 84 companies – on NP RTS, shares of 78 companies – on MICEX).
During the Structural reform 35 newly established generation companies ceased their operations due to their reorganization in terms of a merger with and into wholesale (WGCs) and territorial (TGCs) generation companies.
Thus, 56 newly established companies entered the stock market, including 39 sales, 13 generation and 4 distribution grid companies.
December 31, 2006. The 1st stage of TGC-13 formation as per its target model has been completed (excluding generation assets of Kyzylskaya CHP (a wholly-owned subsidiary of Tyvaenergo). TGC-13 and Krasnoyarsk Generation ceased their operations due to their merger with and into Khakass Generation Company. It is scheduled to include generation assets of Kyzylskaya CHP no later than October 1, 2007.
December 29, 2006. The Russian Federation Government Resolution ¹ 830 of December 29, 2006 "On Amending the Russian Federation Government Resolutions Concerning the Electric Power Industry" came into force.
December 27, 2006. TGC-1 shares were admitted to trading on the Russian stock market.
December 22, 2006. Adoption of the Russian Federation Government Decree ¹1802-r of December 22, 2006, which approves the list of electric power (capacity) buyers, who participate in electric power (capacity) trading at regulated prices (tariffs) and according to conditions specified in long-term contracts concluded in 2006. Conditions of long-term contracts are specified in the Rules of the wholesale electric power (capacity) market of the transition period.
December 6, 2006. The meeting of shareholders of RAO "UES of Russia" on reorganization was held. The shareholders approved the implementation plan for the 1st stage of reorganization of the company prepared by the RAO UESR Board of Directors. The shares of WGC-5 Holding and TGC-5 Holding will be allocated among the shareholders of RAO "UES of Russia".
December 6, 2006. The extraordinary general meeting of shareholders of RAO "UES of Russia" approved the transaction under which the company will purchase additional shares of FGC UES to the amount of 10 billion rubles (the second stage of additional share placement by FGC UES).
December 1, 2006. The 1st stage of TGC-10 formation as per its target model has been completed (excluding generation assets of Kurgan Generation Company). TGC-10 and Chelyabinsk Generation Company ceased their operations due to their merger with and into Tyumen Regional Generation Company. November 2006. Placement of additional shares issued by WGC-5 was completed. 12,3 billion rubles (459 mln USD) were attracted. Cash proceeds from placement of shares will be used for implementation of WGC-5 investment programs.

Petersburg Generation Company, Karelenergogeneration, Kola Generation Company and Apatity CHP ceased their operations due to their merger with and into TGC-1. It is scheduled to include Murmansk CHP in TGC-1 Holding no later than May 1, 2007.
October 27, 2006. Adoption of the Russian Federation Government Resolution ¹ 628 of October 27, 2006 "On approving the rules for implementing control over legal entities and individual entrepreneurs in order to prevent them from combining transmission and dispatching activities with generation and sales ones and on amending the Provision on the Federal Antimonopoly Service approved by the Russian Federation Government Resolution ¹ 331 of June 30, 2004".
October 27, 2006. The RAO UESR Board of Directors decided to reduce the share of RAO “UES of Russia” in the authorized capital of FGC UES from 100% to 76,94% by placing additional shares issued by FGC UES in favour of the Federal Agency for Federal Property Management. This will help to ensure the State’s participation in financing FGC UES investment program.

September 18, 2006. The RAO UESR Restructuring Committee made the following decisions related to the development of the Russian distribution grids:
to prepare a list of necessary amendments and additions to be made to the Russian legislation with the aim of introducing a new system of tariff regulation based on the RAB method;
to discuss reshaping of IDGCs (creation of 12 IDGCs);
to improve the draft development strategy for the RAO UESR distribution complex, taking into account proposed changes to the ownership structure of IDGCs and distribution of powers between FTS and regional regulators.

The RAO UESR Board of Directors with regard to completion of TGC-1 formation approved completion of TGC-1 formation as per its target model by reorganizing Petersburg Generation Company, Karelenergogeneration, Kola Generation Company, and Apatity CHP in terms of a merger with and into TGC-1, and also approved contribution of Murmansk CHP shares as payment for additional shares of TGC-1.

The RAO UESR Board of Directors with regard to completion of TGC-10 formation approved the 1st stage of TGC-10 formation as per its target model (not including the assets of Kurganenergo that hasn't yet completed unbundling) by reorganizing TGC-10 and Chelyabinsk Generation Company in terms of a merger with and into Tyumen Regional Generation Company. After the merger is completed, Tyumen Regional Generation Company will be renamed TGC-10.
May 26, 2006 The RAO UESR Board of Directors decided to reorganize Khabarovskenergo, Southern Yakutskenergo, Amurenergo, Dalenergo, and Luchegorsk Fuel and Energy Complex in terms of a merger and to approve the Article of Association of the Far East Energy Company, which will be established as the result of the merger of the mentioned above companies.

The Federal Financial Markets Service registered the issue of 160 billion ordinary personal uncertificated shares of FGC UES at 50 kopeck par value each (the total value is 80 billion rubles). State registration of Southern Yakutskenergo (a wholly-owned subsidiary of JSC Yakutskenergo) in the Federal Tax Service (FTS of Russia) in Neryungri city (the Republic of Sakha (Yakutia)). Established on the basis of the Southern energy zone of Yakutskenergo, Southern Yakutskenergo will produce electric and thermal power.
February 1, 2006. Kalmenergosbyt started its operations. The company purchases electric power in the wholesale market and then sells it to consumers. The Federal Tariff Service gave Kalmenergosbyt the status of an independent participant of the wholesale power (capacity) market.
January 26, 2006. The Russian Federation Government adopted the Resolution ¹ 77-r dated January 26, 2006, which approved the contribution of RAO UESR-owned shares of regional generation companies (RGCs) to the authorized capital of interregional distribution grid companies (IDGCs) by December 31, 2007. Shares of RGCs will be the payment for additionally issued shares of IDGCs, provided that the participatory interest of RAO "UES of Russia" in IDGC of Center and Northern Caucasia, IDGC of North-West, IDGC of Ural and Volga, and IDGC of Siberia is no less than 50%+ 1 share.
January 26, 2006. Adoption of the Russian Federation Government Resolution ¹ 41 "On the Criteria for the Assignment of Electric Grid Facilities to the Unified National (All-Russian) Power Grid", which lists more criteria for the assignment of electric grid facilities to the UNPG than the previously approved Resolution ¹ 881 (some new criteria were added).
January 1, 2006. The unified operating company TGC-7 started its operating activities (without using the lease-based model). The company was jointly established by Samaraenergo, Saratovenergo, and Ulyanovskenergo.
January 1, 2006. Generation companies, established under reorganization of AO-Energos, have started their operations in the wholesale power (capacity) market. These companies became independent market participants. Regional generation companies of the RAO UESR Holding entered the wholesale market under implementation of measures designed to improve and develop wholesale and retail power markets. These measures were mentioned in the power sector restructuring plan for 2005-2006, which was approved by the Russian Federation Government on April 15, 2005.
As of December 31, 2005. The RAO UESR Board of Directors has approved restructuring projects for 68 AO-Energo companies. 53 of them are to be reorganized by splitting off. A total of 230 new companies established under reorganization of 55 wholly-owned subsidiaries of RAO "UES of Russia" have undergone state registration procedure. All wholesale generation companies have been established, as well as 13 out of 14 TGCs. November 1, 2004. This is the anniversary date of the wholesale market free trade sector's operations. All regional energy companies of the wholesale market price zone participated in trading. During the first four months of its operations, NP ATS became one of the ten major trading floors in the world (in terms of trading volumes). Summarizing the results of the first year of its functions, the competitive market in Russia took the 5th place in Europe and the 9th place in the world (in terms of trading volumes).

July 17, 2004. By Resolution ¹ 966-r, the Russian Federation Government adopted the new "2004-2005 Plan of Measures for Power Industry Restructuring", thus adjusting both the schedule of implementation of specific directions of the reform and the list of relevant implementers.
June 25, 2004. New Boards of Directors of FGC UES and SO-CDA UES were elected, which comprise the same members. FGC UES and SO-CDA UES remain wholly-owned subsidiaries of RAO "UES of Russia". Khristenko V.B., the Minister for Industry and Energy of the Russian Federation, became the Board's Chairman of both companies.
April 23, 2004. The RAO UESR Board of Directors approved the configuration of territorial generation companies and the procedure for their establishment using the lease-based model.
April 23, 2004. The RAO UESR Board of Directors' decision ¹ 168 approved the configuration of four interregional distribution grid companies: IDGC-1, which includes distribution grids within the unified energy systems (UES) of Center and Northern Caucasia, IDGC-2 (UES of North-West), IDGC-3 (UES of Ural and Volga), and IDGC-4 (UES of Siberia).

March 4, 2004. The Russian Federation Government issued the Resolution ¹ 136, which approved the powers of executive authorities of the Russian Federation constituents in the field of the state regulation of tariffs.
February 26, 2004. The new rules for the electric and thermal energy price formation were formalized. By the Resolution ¹ 123 of March 3, 2004, the Russian Federation Government approved the rules for the revocation of tariff regulation decisions made by executive authorities of the Russian Federation constituents.
January 21, 2004. By Resolution ¹ 24, the Russian Federation Government approved the standards for the information disclosure by participants of the wholesale and retail markets of electric power.
January 19, 2004. By Resolution ¹ 19, the Russian Federation Government approved the "Rules for the Approval of Investment Programs of Natural Monopoly Entities of the Electric Power Industry."
By January 15, 2004 the restructuring process has started in 34 AO-Energos. 60 regional AO-Energos have transferred dispatching functions to the branches of the System Operator – SO-CDA UES. Thus, the new dispatching framework has been practically formed.
January 1, 2004. The new stage of operations of the wholesale market competitive segment: in the balancing market, deviations were calculated on a hourly basis, new multiplying factors were introduced each hour, and some changes occurred in the procedure of capacity payment.
December 29, 2003. The Chairman of the Russian Federation Government signed the Resolution ¹ 1939-r on the establishment of seven interregional trunk grid companies (ITGCs).
December 26, 2003. The RAO UESR Board of Directors approved the procedure for conducting auctions for wholesale generation companies established on the basis of thermal power plants.
December 5, 2003. The RAO UESR Board of Directors considered the information concerning joint establishment of TGCs by several AO-Energos and configuration suggestions for TGCs. The Board of Directors commissioned the RAO UESR Management Board and the Strategy and Restructuring Committee under the RAO UESR Board of Directors with the task of developing the procedure for minimizing risks that may appear in case of joint establishment of TGCs by several AO-Energos.
December 1, 2003. The Russian Federation Government signed the Resolution ¹ 1754-r of December 1, 2003 "On the Approval of the Program for Changing the State Regulated Prices (Tariffs) in the Electric Power Industry", which set the 2004-2006 threshold level for the growth of tariffs for each energy system and RAO "UES of Russia" as a whole.
November 17, 2003. Summarizing the discussion of the configuration of territorial generation companies,
the RAO UESR Management Board suggested to establish 14 TGCs.
November 1, 2003. NP ATS conducted the first ever power trading in Russia in the "5-15%" competitive market segment. 13 entities were registered as trading participants: 6 buyers and 7 sellers. The Administrator of Trading System received 30 price bids. The volume of trade was 13 mln kWh, with the average weighted price amounting to 26,4 kopeck/kWh (this is 5,3% lower than that of wholesale power (capacity) market).
October 31, 2003. The ATS Supervisory Board approved:
the contract for joining the wholesale market trading system and 5 standard contract forms, which are appendixes to the contract for joining the wholesale market trading system;
12 wholesale market regulations;
the agreement for the use of the electronic digital signature within the wholesale market trading system;
regulations for the procedure of settling disputes between wholesale market entities;
form of the additional agreement to the power supply contract;
regulations for the confirmation of having the status of the wholesale market free trade sector participant by NP ATS;
technical requirements to commercial accounting systems in the field of energy accounting by wholesale market entities during the transition period.
October 31, 2003. The extraordinary general meeting of shareholders of the pilot energy system Bryanskenergo decided by a majority vote to reorganize the company by splitting off.
October 28, 2003. The Russian Federation Government signed Resolution No. 648 "On the Assignment of Electric Grid Facilities to the Unified National Power Grid and on Maintaining the Register of Electric Grid Facilities of the Unified National Power Grid."
October 24, 2003. By Resolution ¹ 643, the Russian Federation Government approved the rules for the transition wholesale power (capacity) market.
October 21, 2003. Anatoly Chubais, the Chairman of the RAO UESR Management Board, signed the order "On Forming a Database of Power Transmission Facilities of AO-Energos" and the Regulations for the interaction between the RAO UESR structural divisions, FGC UES, AO-Energos and engaged consulting organizations in the process of forming the database of property owned by power transmission facilities of AO-Energos.
September 29, 2003. The RAO UESR Board of Directors approved the basic model for the establishment of WGCs.
September 19, 2003. Anatoly Chubais, the Chairman of the RAO UESR Management Board, signed the order to start implementation of pilot restructuring projects for Vladimirenergo, Volgogradenergo, Voronezhenergo, Ivenergo, Kirovenergo, SEUK (Arkhenergo, Vologdaenergo, Kostromaenergo), Tambovenergo, Tverenergo, Yarenergo, and Belgorodenergo.
September 1, 2003. By Resolution ¹ 1254-r of September 1, 2003, the Russian Federation Government approved the composition of generation companies of the wholesale power market.
June 29, 2003. The Article of Association of the Non-commercial partnership "Administrator of Trading System" was amended pursuant to the requirements imposed by the laws on the electric power industry, which came into force on April 1, 2003.
June 27, 2003. By Resolution ¹ 865-r of June 27, 2003, the Russian Federation Government approved the plan of measures for power industry restructuring in 2003-2005.
May 15, 2003. The Board of Directors of Tulenergo identified reorganization of the company as one of its main priorities and took the following measures: adopted the plan of measures for implementation of the restructuring project for Tulenergo, commissioned Director General of the Company to ground conditions and procedure for the company's reorganization and prepare the plan of corporate measures for the implementation of the restructuring project. Besides, the decision was taken to prepare the separation balance sheet of the company in accordance with the restructuring project.
May 13 , 2003. The working group responsible for the development of RAO UESR's Strategy for 2003-2008 (the "5+5") considered the Draft Concept of RAO UESR's Strategy for 2003-2008 (the "5+5") with all remarks and suggestions taken into account.
April-May 2003. Consultations with federal executive authorities to modify and improve the Concept of RAO UESR's Strategy for 2003-2008 (the "5+5") were held.
April 24, 2003. The Russian Federation Government Committee for electric power industry restructuring under the chairmanship of vice premier V. Khristenko considered the Draft Concept of RAO UESR's Strategy for 2003-2008 (the "5+5").
April 10, 2003. RAO "UES of Russia" issued the order according to which all AO-Energos should create branch offices on the basis of property complexes of power grids belonging to UNPG.
April 9, 2003. Anatoly Chubais, the Chairman of the RAO UESR Management Board, signed the order "On the Beginning of Implementation of Pilot Restructuring Projects for AO-Energos" (Tulenergo, Kalugaenergo, Orelenergo, Bryanskenergo).
January-April 2003. Consultations with minority shareholders to modify and improve the Concept of RAO UESR's Strategy for 2003-2008 (the "5+5") were held.
March 31 - April 1, 2003. On the night of March 31st/April 1st in 10 regions of the Russian Federation regional dispatch administrations (RDAs) of AO-Energos transferred dispatching functions directed at the Unified Energy System of Russia to RDAs – subsidiary companies of the System Operator (SO-CDA).
The transfer of functions took place under measures for the creation of the new dispatching system of the UES of Russia. New branches of the System Operator were created in the following regions: the Republic of Khakassia; the Republic of Karelia; Chuvash Republic; Krasnodarsk territory; Amur, Orenburg, Tyumen, Penza, Kursk and Tver regions. Thus, as for April 1, 2003 there has been 20 SO-CDA UES branches.
March 26, 2003. The President of the Russian Federation signed the package of laws on the restructuring of the electric power industry.
March 21, 2003. The State Duma of the Russian Federation adopted the law "On Amending the Federal Law "On Energy Saving" (as amended by the conciliation committee).
March 11, 2003. The RAO UESR Management Board adopted a decision concerning the system that will control power transmission complex of AO-Energos. The Board approved the model which enables FGC UES to manage transmission complex of AO-Energos. This will be done in the following way: FGC UES will consider AO-Energos activities related to the use and repair of the transmission property, discuss the question of investing in transmission facilities, and appoint people to offices, where they will deal with transmission activities.
March 11-20, 2003. Field meetings took place in those AO-Energos, which will be the basis for creating regional dispatch administrations – branches of SO-CDA UES.
March 18, 2003. As the meeting of the State Duma Council finished, Y. Lipatov, the Deputy Chairman of the State Duma Committee for the electric power industry, transport and communications, said that all members of the conciliation committee (those who are representatives of the State Duma and the Federation Council) unanimously voted for the agreed amendments to the law "On Energy Saving".
March 12, 2003. The Federation Council approved 5 out of 6 projects for the restructuring of the electric power industry. It rejected the law "On Amending the Federal Law "On Energy Saving".
March 2003. The RAO UESR Restructuring Committee approved the model for the wholesale power market in the transition period.
April 2002 - March 2003. 35 agreements on the restructuring of regional energy companies were signed with governors during this period.
February 28, 2003. The Board of Directors considered the information concerning the implementation of the "Procedure for Interaction between RAO "UES of Russia" and business entities, shares of which are owned by RAO "UES of Russia".
This document was approved by the RAO UESR Board of Directors' decision of August 15, 2002 and came into force on September 1, 2002. According to this document, the RAO UESR Board of Directors expanded its control over transactions involving shares, interests and property of subsidiary companies.
February 21, 2003. Draft laws were approved by the State Duma in the third reading.
February 14, 2003. Draft laws on the restructuring of the power industry were adopted by the State Duma in the second reading.
February 11, 2003. The Russian Federation Government approved the Investment Program for RAO "UES of Russia" for the year 2003. This Program was previously approved by the Federal Energy Commission (FEC) Regulations of December 24, 2002. According to the Program, the amount of investments is 23 551 mln rubles (with amortization and other sources taken into account it amounts to 28,49 bln rubles). The Program was created with the view of the principles, which form the basis for the power industry reform, and includes investments in:
facilities involved in power generation (thermal and hydroelectric power plants);
grid facilities (delivery of capacity provided by new and existing power plants);
creation of the market infrastructure.
January 31, 2003. The Board of Directors approved the procedure for separating property of trunk grids of Tulenergo, Kalugaenergo, Orelenergo, Bryanskenergo. It is scheduled to complete reorganization of these companies before the state registration of the additional issue of shares of Interregional Trunk Grid Company (ITGC).
January 31, 2003. Taking into account the broad public discussion around guaranteeing suppliers (GS), the RAO UESR Board of Directors considered the information concerning their future activities. As this problem falls under the competence of authorities, the Board decided to submit the questions of creation of GS and types of their activities for consideration by the Committee for restructuring of the electric power industry under the Russian Federation Government.
January 21, 2003. Khristenko V.B., the Deputy Chairman of the Russian Federation Government, held a session to take the final decision concerning the amendments to the draft laws on restructuring of the electric power industry made by the centrist parties of the State Duma.
January 13, 2003. Simulation trading proceeded in the wholesale power market after the short pause during the New Year holidays. 131 entities participated in trading (168 with consolidated consumers taken into account).
January 4, 2003. NP ATS received the permission given by MAP (Ministry for Antimonopoly Policy) to buy shares of CDR FOREM (Center for Contracts and Settlements of the Federal Wholesale Power Market). The first payment under this transaction was made on January 15.
December 11, 2002. The State Duma Committee considered and approved suggestions made with regard to the draft laws of the Legal Department under the State Duma of the Russian Federation.
December 6, 2002. Materials prepared by the State Duma Committee were sent to the State Duma Council.
November 30, 2002. The State Duma Committee on the electric power industry, transport and communications approved the results of operations of the working group.
November 14 - 29, 2002. The working group under the State Duma of the Russian Federation held sessions, where amendments to the package of laws related to the restructuring of the electric power industry were discussed.
October 30, 2002. By Resolution ¹ 75-e/b, the Federal Committee for the Electric Power Industry approved the amount of payment for system security services provided by SO-CDA UES to the wholesale market entities.
October 11, 2002. The Governmental Committee under the supervision of Khristenko V.B., the Chairman of the Russian Federation Government, approved a joint project for the restructuring of energy systems within Tula, Orel, Kaluga and Bryansk regions.
October 9 - 10, 2002. Amendments to the package of laws related to the restructuring of the electric power industry were sent to the State Duma Committee for the Electric Power Industry.
October 9, 2002. The State Duma of the Russian Federation adopted laws related to the restructuring of the electric power industry (the so-called package of laws on restructuring) in the first reading.
October 7, 2002. 82 out of 87 wholesale market entities entered into contracts for providing services that ensure functioning and development of RAO "UES of Russia".
September 20, 2002. At its meeting, the Management Board of the Federal Energy Commission (FEC) approved:
Instructional guidelines directed at the calculation of the amount of payment for services that ensure system reliability provided by SO-CDA UES to wholesale market entities;
The list of services ensuring system reliability that are provided by SO-CDA UES to wholesale market entities and terms of payment for them;
The decision to add SO-CDA UES to the list of wholesale market entities.
September 12, 2002. The Russian Federation Government approved amendments made to the bills that were previously presented to the State Duma by the Ministry for Economic Development and Trade.
September 9, 2002. NP ATS started simulation trading.
September 4, 2002. The decision taken by the tripartite working group was sent to the Chairman of the Russian Federation Government.
September 2, 2002. At its meeting, the ATS Supervisory Board approved the procedure of conducting simulation trading with the aim to improve functioning of the wholesale market free trade sector.
Since September 1, 2002, 0:00 PM branches of SO-CDA UES, i.e. unified dispatching administrations (UDAs), have started to perform dispatching functions for managing unified energy systems.
September 2002. The tripartite working group consisting of the State Duma, the Federation Council, and the Russian Federation Government completed its sessions, where the development of agreed draft laws related to the restructuring of the electric power industry and the state regulation of tariffs for electric and thermal power in the Russian Federation was discussed.
September 2002. Creation of branches of FGC UES started:
Registration of both the securities issued by FGC UES and the report on the issue results.
Rappoport A.N., the Chairman of FGC UES, approved the configuration of branches of FGC UES transmission grids.
Branches of FGC UES transmission grids prepared all documents necessary for tax registration and presented them to taxation authorities.
The question of concluding the sales and purchase contract for inventories used for the exploitation of electric grids between RAO "UES of Russia" and FGC UES was laid before the RAO UESR Management Board (in order to subsequently present it to the RAO UESR Board of Directors).
August 31, 2002. Pauli V.K. was elected Chairman of the Management Board of SO-CDA UES. Besides, the act prepared by the Verification Committee, which is responsible for checking whether UDAs (SO-CDA UES branches) are ready for controlling energy systems of the UES, was approved.
August 30, 2002. The RAO UESR Board of Directors approved the main principles of forming the separation balance sheets under reorganization of AO-Energos.
August 15, 2002. The RAO UESR Board of Directors approved the procedure for establishing wholesale and territorial generation companies, distribution grid companies, and interregional grid companies.
August 6, 2002. The first meeting of SO-CDA UES Board of Directors was held.
August 2002. The closing stage of SO-CDA UES establishment. The company was engaging personnel.
July - August 2002. 8 sessions were held by the State Duma of the Russian Federation and 5 sessions were held by the Federation Council, which together with the Russian Federation Government comprise the tripartite working group responsible for the development of agreed draft laws on the restructuring of the electric power industry.
By July 29 all suggestions and amendments made by the members of the SD and the FC were collected (the total of 363 amendments). These amendments were discussed and then grouped into 17 principal points.
July 25, 2002. The extraordinary meeting and the general meeting of NP ATS members were held. Members of NP ATS Supervisory Board were elected. At its meeting, NP ATS Supervisory Board unanimously approved the key points of the model for reorganization of the wholesale power market in a transition period suggested by the Management Board. The following concepts were developed: the model for the transition power market; the concept of direct contracts; the concept of the accounting system and the system of financial contracts; the concept of the automated energy and energy resources monitoring and accounting system (ASKUE).
July 20, 2002. The System Operator (SO-CDA UES) and RAO "UES of Russia" entered into contract for providing paid dispatching services.
July 11, 2002. At its meeting, the ATS Supervisory board approved basic principles of financial arrangements in the wholesale market free trade sector.
July 4, 2002. SO-CDA UES opened the account in Eurofinance bank. The notification was sent to the Ministry for Antimonopoly Policy on the establishment of SO-CDA UES.
June 27, 2002. SO-CDA UES was put on file with the Ministry of Taxation of the Russian Federation.
June 25, 2002. The Federal Grid Company of the Unified Energy System (FGC UES) was established. This company is one of the key elements of the wholesale market infrastructure.
June 17, 2002. SO-CDA UES was registered in the Moscow Registration Chamber. The company was given a registration certificate ¹ 001.025.494. The Article of Association and the company stamp were also registered.
June 14 and June 21, 2002. The RAO UESR Board of Directors approved restructuring projects for Orenburgenergo, Ivenergo, Belgorodenergo, Lipetskenergo, Rostovenergo, Omskenergo, Kolenergo, Kurskenergo, Pskovenergo, Yantarenergo, and Udmurtenergo.

April 27, 2002. The Head of the Cabinet of Ministers signed the Russian Federation Government Resolution on presenting the package of laws on the restructuring of the power industry to the State Duma.

April 10, 2002. Anatoly Chubais, the Chairman of the RAO UESR Management Board, signed the order ¹200 "On the Goals of Implementation of AO-Energo Restructuring Projects in 2002", which confirms the "basic" model for the restructuring of the RAO UESR subsidiaries.
April 5, 2002. The Russian Federation Government Resolution ¹ 471-r amended the Russian Federation Government Resolution ¹ 1040-r "The Plan of Measures to be Taken in the First Place in the Course of Restructuring of the Russian Power Industry".
April 2, 2002. The Russian Federation Government approved the "Basic Principles, According to Which Prices for Electric and Thermal Power are Formed in the Russian Federation".
March 6, 2002. The RAO UESR Board of Directors approved the basic model for the restructuring of subsidiaries of RAO "UES of Russia", which contains the main principles of regional energy companies' restructuring.
February 28, 2002. At its meeting, the Russian Federation Government approved the draft laws on restructuring of the electric power industry, which were presented to the Government by federal executive bodies responsible for the preparation of these laws.
February 22, 2002. The Russian Federation Government presented to the State Duma the draft of amendments and additions to be made to the Federal Law "On State Regulation of Tariffs for Thermal and Electric Power in the Russian Federation".
December 27, 2001. At its meeting, the Russian Federation Government approved the draft of the Federal Law "On Amendments and Additions to the Federal Law "On State Regulation of Tariffs for Thermal and Electric Power in the Russian Federation".
December 21, 2001. The Russian Federation Government issued Resolution ¹ 881 of December 21, 2001 "On Criteria for the Assignment of Trunk Power Transmission Lines and Electric Grid Facilities to the Unified National (All-Russian) Power Grid."
December 19, 2001. RAO "UES of Russia" issued the Order ¹ 726 "On the Interaction between Regional Executive Authorities and RAO "UES of Russia" during the Restructuring Period". Under this document, RAO "UES of Russia" should act in coordination with regional authorities when reorganizing regional energy companies.
December 17, 2001. The Russian Federation Government issued Resolution ¹ 873 of December 17, 2001 "On the Russian Federation Government Committee for the Electric Power Industry Restructuring", pursuant to which a special Committee was established to control the restructuring process in the electric power industry.
November 28, 2001. The Minister for Economic Development and Trade received suggestions concerning the establishment of
wholesale generation companies.
November 23, 2001. The meeting of founders of the Administrator of Trading System of the Wholesale Power Market (ATS) was held. 28 organizations (both power producers and consumers) acted as founders of the company. It was the first step towards creation of the wholesale power market infrastructure.
November 21, 2001. RAO "UES of Russia" and the administration of the Belgorod region signed the Agreement on the restructuring of the Belgorod region energy complex. The Agreement implies creation of two open joint-stock companies – subsidiaries of Belgorodenergo. The RAO UESR Board of Directors considered the restructuring project for Belgorodenergo twice, and so did the Committee on restructuring under the RAO UESR Board of Directors.
November 21, 2001. By its decision, the Committee on restructuring approved guidelines for AO-Energo companies to be kept in mind when preparing restructuring requests.
November 9, 2001. At its meeting, the RAO UESR Board of Directors unanimously approved the decision to establish the Federal Grid Company (FGC) in January 2002. RAO "UES of Russia" will be the only founder of the company. Pursuant to the suggestion made by the Government, the Board of Directors decided to establish FGC as an open joint-stock company. Previously the question of the establishment of FGC was discussed by the Committee on restructuring under the RAO UESR Board of Directors.
Pursuant to the Russian Federation Government Resolution ¹ 526 of July 11, 2001 "On the Restructuring of the Electric Power Industry of the Russian Federation", the creation of FGC is one of the key elements of the new structure of the Russian power market.

September 28, 2001. The RAO UESR Board of Directors approved priority activities of the company during the first stage of restructuring in 2001-2004, and the principles according to which measures for restructuring of the RAO UESR subsidiaries should be taken. Besides, the Board decided to participate in the establishment of the Administrator of Trading System (ATS) of the Wholesale Power Market.
August 31, 2001. The Committee on restructuring under the RAO UESR Board of Directors was created by the decision taken by the Board. David Herne, the representative of minority shareholders and the Member of the Board of Directors, became the head of this consultative body.
August 3, 2001. The RAO UESR Board of Directors approved the activities held by the RAO UESR Management Board during the preparatory stage of restructuring. Among them were the following issues: improvement of business planning, budgeting, accounting policies, personnel management, the separate financial accounting system (peculiar for different activity types).
August 3, 2001. M. Kasyanov, the Prime Minister of the Russian Federation Government, signed the Resolution ¹ 1040-r "The Plan of Measures to be Taken during the First Stage of Restructuring of the Electric Power Industry in the Russian Federation".
July 11, 2001. The Chairman of the Russian Federation signed the Resolution ¹ 526 "On the Restructuring of the Electric Power Industry of the Russian Federation," which launched the large-scale structural reform of the Russian power sector.
May 19, 2001. At its meeting, the Russian Federation Government considered the draft of main directions of the power industry reform in the Russian Federation, presented to the Government by the Ministry for Economic Development and Trade. The recommendations and estimations provided by the international consulting company Arthur Andersen were widely used in preparation of the draft. Taken as a whole, the document was approved.
May 16, 2001. The final variant of the report on the single concept for the restructuring of the Russian power industry was sent to Vladimir Putin, the president of the Russian Federation. The report was prepared by the working group under the State Council with all opinions of the representatives of the Ministry for Industry and Energy and the RAO UESR management taken into account.
May 15, 2001. The working group of the State Council Presidium under the supervision of V.M. Kress, the Governor of the Tomsk region, approved the draft concept for the restructuring of the Russian power sector.
April 2001. The Ministry for Industry and Energy developed the plan of priority measures for the restructuring of the power industry, i.e. "The Main Directions of the State Policy Regarding the Restructuring of the Russian Power Sector". The draft of this document was submitted for consideration by the Russian Federation Government.
April 6, 2001. The consulting company Arthur Andersen presented the final report on the restructuring of the power complex, which includes its own recommendations that may be useful in this field.
February 10, 2001. The Russian Federation Government and the international consulting company Arthur Andersen, which won the tender and was chosen as a consultant in the field of power industry restructuring, concluded a contract.
January 11, 2001. The Chairman of the Government extended the term during which the draft of the main directions of the power industry reform should be improved. The event was postponed till April 15, 2001, taking into account the fact that the session of the Cabinet of Ministers will consider this draft only in May 2001.
January 7, 2001. Pursuant to the Russian Federation Government Resolution, the working group for restructuring of the Russian power industry was created under the Presidium of the State Council. V.M. Kress, the Governor of the Tomsk region, became the head of the group. The group comprised representatives of the sectoral ministries and departments, regions, scientific organizations, management and shareholders of RAO "UES of Russia". The group was commissioned with the task of discussing alternative models for the restructuring of the power sector and preparing the report on the single restructuring concept to be presented to the President and Government of the Russian Federation no later than April 15. In January and February meetings of the group were held.
January 6, 2001. The Chairman of the Russian Federation Government held a meeting, where the decision was taken to take notice of the draft of suggestions concerning measures that should be the first to be taken during the preparation stage of the structural reform in the power sector. The draft was developed by the Ministry for Industry and Energy.
December 15, 2000. The meeting of the Russian Federation Government was held. At the meeting, the Government adopted the draft resolution "The Main Directions of the State Policy for Restructuring the Electric Power Industry of the Russian Federation" suggested by the Ministry for Economic Development of the Russian Federation. The draft was adopted as the basis for further updating and development. The list of high-priority measures to be taken during the preparatory stage of the structural reform should be presented to the Government in a two-week period. The Government found it necessary to engage an international consulting company to develop the document. This company is required to have the consulting experience in this field, having consulted at least two foreign countries.
November 21 and December 6. The Chairman of the Russian Federation Government held several meetings, where main directions and principles of the structural reform of the electric power industry were discussed. Representatives of RAO "UES of Russia" also participated in the discussion, which took place at the Center for Strategic Planning. Other issues were also discussed at the meeting, including the current situation in the electric power industry, problems of the sector development, and the new structure of the power market.
November 14, 2000. At its meeting in Brussels, the investment group of the European Energy Charter Secretariat voiced their support for the conceptual approach to power industry restructuring in the Russian Federation.
October 17, 2000. At the parliamentary hearings, the members of the State Duma noted the necessity to restructure the Russian power industry.
July 26, 2000. The Russian Federation Government issued Resolution ¹ 1072 "The Plan of Actions to be Taken by the Russian Federation Government with Regard to Social Policies and Economy Modernization in 2000-2001." Under this document, the main objectives related to the RAO UESR restructuring are as follows:
to solve the problem with nonpayments in the electric power industry;
to ensure full organizational and financial transparency in the activity of enterprises operating in the electric power industry;
to create conditions for the setting of such tariffs for electric and thermal energy that ensure full compensation of reasonable expenses; to gradually bring prices and tariffs to revenue-based financing levels; to reduce cross-subsidization;
to develop the unified federal grid infrastructure;
to participate in the establishment of the electric power market's technological infrastructure;
to ensure conditions for a nondiscriminatory access of independent power producers to the power market.
Each of the above-mentioned measures is accompanied by the development and implementation of an action program in accordance with the objectives related to the restructuring of the Holding Company.
July 11, 2000. The draft concept of restructuring updated with regard to all remarks and suggestions made by the interested parties was considered by the Working Group under the supervision of V.B. Khristenko, the Deputy Chairman of the Russian Federation Government. The Group was created by the governmental order. At its meeting, the Government decided that it is necessary to work out the program of structural reforms to be implemented in the electric power industry using the RAO UESR Concept as the part of the Russian energy strategy. The Government also noted the necessity to prepare the legal and regulatory framework that could support restructuring of the power sector.
2000. The draft concept was discussed at the meetings with deputies of the State Duma Federal Assembly, at the meetings of the Federation Council of the Federal Assembly, at the meetings held by the heads of executive authorities of the Ural region, at the meetings of the Coordination Council for the Fuel and Energy Complex under the Interregional Association "Siberian Agreement", at the meetings of such companies as "Chernozemye" Association and Association of the Siberian and Far East Cities, at the meetings with the executive and legislative authorities of the Volga federal district and the Siberian federal district, at the meetings held by the Russian Academy of Sciences and by the All-Russian Electrounion and in the whole range of other organizations.
April 4, 2000. The draft concept of restructuring of RAO "UES of Russia" prepared by the company was submitted for consideration by the Board of Directors. Then, the process of improving and updating the concept started.
December 10, 1999. Pursuant to the Board of Directors' decision, Anatoly Chubais, the Chairman of the RAO UESR Management Board, was commissioned with the task of submitting the draft concept of restructuring of RAO "UES of Russia" for consideration by the Board of Directors. The working group responsible for developing this concept was created, and independent consultants having experience in reforming energy companies were engaged to take part in the process.
April 28, 1997. The President of the Russian Federation issued the Decree ¹ 497 "On Guidelines for the Structural Reform in the Field of Natural Monopolies." However, no critical decisions were made with regard to the implementation of this Decree.
