9.1.2. Investment prospects

One of the key factors determining the future development of the power industry and the Company's investment policy is the introduction of new advanced technologies and equipment, and the increase of the attractiveness of investment projects

To maintain a required engineering, scientific and technical potential the Company applied new mechanisms for attracting investments; managers were getting more responsible for the results of their investment decisions and for the efficient use of investment resources, the existing investment risks management mechanism was being adjusted.
RAO "UES of Russia" developed a programme oriented towards the application of advanced technical solutions, accumulation of internal and external investment resources (The Programme "5000 MW"). Preliminary feasibility studies were made for projects of construction of new facilities and reconstruction of existing ones with a capacity of not less than 5 thousand MW.
Foreign consultants were engaged to work on these projects. JSC "PricewaterhouseCoopers Audit" conducted a financial analysis of the power plant construction and re-equipment and the calculations of the financial efficiency of investments in the construction of power facilities contemplated by the programme.
The Programme "5000 MW" was presented to Russian and foreign investors.
A standing Commission on investments into generating facilities headed by deputy chairman of the Board Sergey K. Dubinin was created to supervise the implementation of the Programme "5000 MW". Its aim is to co-ordinate the preparation and implementation of the projects, to attract foreign investments, to consider and prepare decisions on technical and financial issues related to the project, to determine the legal and commercial structure of transactions, and make the necessary changes to the ownership structure.
